Immigration and visas

Immigration and visa are the flagship services of BiLian Consulting. BiLian Manpower, a fully licensed human resources service provider authorized by the Ministry of Manpower in Singapore, was established in 2020. Providing consultation and application for all types of work permits.

The Employment Pass (EP) is a work permit issued by the Singapore government to attract more foreign professionals and technical talents to work in Singapore. It is also the highest-level work permit issued by the Ministry of Manpower in Singapore. Once issued, the applicant obtains Singapore tax residency and has no restrictions on entry and exit during the period of residence. They can also apply for a dependent pass for their family to live in Singapore. As long as the applicant is still employed, the pass can be renewed after it expires. At the same time, EP holders, as certified technical talents, have a greater chance of obtaining Singapore Permanent Resident (PR) status. The initial validity period is usually 2 years, and the renewal period varies from 1 to 3 years.
Once the applicant's Employment Pass (EP) is approved, family members, children, and applicant's parents can be granted Singapore Permanent Residence in the shortest possible time if they meet the requirements.
A monthly salary of 6000.00 SGD or above can be used to apply for dependent pass for spouse and children under 21 years old.
A monthly salary of 12,000.00 SGD or above can be used to apply for long-term residence permits for the applicant's parents.
Due to the relationship between the employer and the applicant, the EP employment permit is divided into Self-Employment Pass and Employment Pass.

The applicant establishes a company in Singapore as a director or shareholder. After the company is set up, our company provides human resources planning to strategically organize the company structure, enabling the applicant to obtain an Employment Pass (EP) within 3-5 months. Also known as the "Self-Employment Pass Program".
The application process is:
Establish a Singaporean company entity - Open a bank account - Prepare applicant's documents - Submit EP application - Submit additional documents (if any) - Approval (receive In-Principle Approval letter IPA) - Enter Singapore (ISSUEEP) - EP officially takes effect.

The applicant is employed as an employee of a Singapore company, which has had a certain turnover in the past year to support the salary expenses of the applicant and other employees of the company. The applicant does not hold any shares in the company, i.e. "Employment Pass application".
The application process is:
Evaluation company application conditions - Prepare applicant materials, company materials - Submit EP application - Submit supplementary materials (if any) - Approval (Obtain principle approval letter IPA) - Enter the country ISSUEEP - EP officially takes effect

The EntrePass allows eligible foreign entrepreneurs to set up and operate a business in Singapore that is venture-backed or possesses innovative technologies. The EntrePass places high demands on the applicant's entrepreneurial background and is suitable for entrepreneurs and start-up entrepreneurs with significant business needs.

The application process is:
Evaluate applicant qualifications - Collect application materials - Prepare business plan - Submit application form and business plan - Submit additional materials (if any) - Approval (receive provisional approval letter IPA) - Issue Enterpass at the port of entry.

Tech.Pass is a new type of visa that is administered by the Singapore Economic Development Board and ultimately issued by the Ministry of Manpower. This visa is designed for renowned tech entrepreneurs, leaders, or technical experts from around the world to come to Singapore for cutting-edge and disruptive innovation.

As an individualised pass, Tech.Pass holders are able to take on multiple roles concurrently in Singapore, such as:
1.Start and operate one or more tech companies;
2.Be an employee in one or more Singapore-based companies at any time; 
3.Be a consultant or mentor, lecture in local institutions of higher learning; and/or
4.Be an investor or director in one or more Singapore based companies.
There is no need for Tech.Pass holders to apply for different passes as they transit between activities. 
Tech.Pass holders are able to sponsor stay for spouse, children, and parents1 in Singapore on either a Dependant’s Pass (DP) or a Long-Term Visit Pass (LTVP) issued by MOM.
The pass will be valid for 2 years in the first instance, and can be renewed for another 2 years, upon meeting renewal criteria.

The application process is:
Applicant completes the technology visa assessment form - assess whether the applicant meets the Tech.Pass requirements – collect applicant information - submit the application form - submit additional materials (if any) - approve (obtains preliminary approval letter from IPA) - issue technology certification upon entry.

The Overseas Networks & Expertise Pass is a personalised pass for top talent across all sectors, including in business, arts and culture, sports, as well as academia and research. It allows eligible applicants to concurrently start, operate and work for multiple companies in Singapore at any one time.

Tech@SG aims to help fast-growing companies access the critical talent they need to grow and scale their business in Singapore and the region. The programme is jointly administered by the Singapore Economic Development Board (EDB) and Enterprise Singapore.
For eligible companies, the Tech@SG Programme provides company-level endorsement to the Ministry of Manpower (MOM), reducing the risks of rejections for their Employment Pass (EP) applications to MOM.
If your company is eligible, you can expect to receive:
Up to 10 new EPs over two years for foreign employees who will be hired as part of your company’s core team in Singapore; and thereafter,
Coverage for the first renewal of each new EP obtained under the programme (each renewal will be valid for up to three years)

Your company must meet all of the following criteria to qualify for the Tech@SG Programme:
Incorporated a business entity in Singapore with the Accounting and Corporate Regulatory Authority (ACRA)
Have a digital or technology offering as your core business product or service

This includes instances where the company has a business model built on proprietary hardware and/or software technologies, such as big data and analytics, artificial intelligence and cybersecurity.
Examples of such companies include software-as-a-service, e-commerce, digital media, digital gaming, medtech, biotech, cleantech and fintech companies.
Business activities under these categories will not qualify for support: coffee shops, hawker centres, food courts. bars, night clubs, karaoke lounges; foot reflexology, massage parlours; acupuncture, Traditional Chinese Medicine, herbal dispensing businesses; employment agencies; geomancy businesses.
Secured more than US$10 million (cumulative) in investment funding in the past 36 months
Received funding (no minimum amount) from a programme-recognised investment firm in the past 36 months
